Japanese iPhone abroad - shutter sound.

I live in Germany and I bought a used iPhone from a certified seller. However, the shutter sound never turns off, so I believe that my phone comes from Japan (or another country where laws permit to turn off the shutter sound).

I have read that IOS 15 is (maybe) supposed to solve that problem for users of Japanese iPhones that live abroad and that this has worked for some. However, on my iPhone (IOS 15.3.1) this is not the case.

So is there any way to turn off the shutter sound?
