Depending on the app, some will show you the time at the top and others hide it (along with wifi and battery levels). Is there a way I can always see the time at the top of the screen regardless of the app that is open?

No, whether or not the status bar appears is under the control of the app that is open. You would have to ask the app developer to change the way that works. In any app you can drag down from the top of the screen to open the Control center, which always displays the status bar.
