The Account that you create on a second computer, even if the name and password used is identical, even if the same Apple-ID is logged in, will be unique on each computer.
If you like, you can sync a few files and/or photos using iCloud Drive or similar, but that does not mean that these Accounts are "the same" in any way except to you. There is no change in the way MacOS treats them -- as separate and distinct accounts.
