If a video was accidentally deleted and is already past the 40 days, can I recover it?

I need to recover a video that was deleted and has already been erased from the recently deleted file.

MacBook Pro 15″, macOS 10.15

That file has been permanently deleted and is irrecoverable. Any items deleted will automatically be removed after 30 days.
