When I navigate on the Apple TV there are frequent crackle sounds when you navigate content for example. Sometimes you hear the normal sound but many times there is the cracking noise. The Apple TV is connected with a hdmi cable to the tv.

The best thing to do would be to isolate the issue further by testing with another device. That way we'll know if it's the TV or not. Test things out on another one when you get the chance to do so and let us know how it goes.
