Unable to find new wifi networks.

My Iphone is unable to find new wifi networks. It logs on to know networks but cannot find new ones. I have re-set network settings, but this does not help. I have changed phone, and the new phone "inherits" the problem from the old phone, so seems to be some setting form my user Any advice?
