Migration Assistant failed to create user

During migration from an older iMac to a brand new one, the process stalled because the older iMac went to sleep then required a password which MA didn't allow, necessitating shut down and quitting the migration. In order to restart the migration, the new Mac forced me to proceed through the initial setup process. I did, declining to log in to the Apple ID, thinking that I would replace the temporary user I was being forced to create once I got back into Migration Assistant. I restarted the migration, selecting to replace the user on the new Mac. On completion, many hours later, the migration summary started that MA had failed to obtain authorization to create new users on the system.

I can't express how disappointed I am that Apple software devs haven't fixed this problem, which has existed for at least three years, and/or provided better instructions on how to run MA to avoid this issue.
