How do I reinstall macOS on an erased hard drive?

I recently had to erase my entire hard drive on MacBook to in an effort to fix a start problem. Now, I can not install from a bootable usb or boot into another hard drive. Internet recovery always fails as well with the code -1008F. I have a late 2018 MacBook Pro with Retina display and Touch Bar.
