Delayed notifications

all my notifications are delayed even calls it gets corrected only if i restarted my phone for sometime and then returned back again I can’t get notifications on time even incoming calls making me unable to respond to calls this happened after update 14.2.3 i made all updates and now I am on the recent update i reset all settings and network and privacy and location an i check the carrier there is no solution
