I wish not to upgrade to IOS 15 on my iPhone. There is a red badge(1) on my home screen settings app. Can I remove this red badge?

No, but you don't have to update if you don't want to.
FYI: iOS update fixes bugs, patch security and sometime add new feature.
There are some MAJOR security patches that have been included in various stages of iOS 15, if you prefer to stay at iOS 14 that is your choice but realize you are using a vulnerable device by your choice.

I have another iPhone with IOS 15 installed.
Personally I don't like the changes/look with some of the notifications on the locked screen.
Turn off red badge for ios 15.3 software update
