Apple Watch series 3

I have an Apple Watch series 3 with cellular data. Is it possible to have the watch connected to cellular data using its own line, not connected via my cell phone? I want to give the watch to my son, using it in a similar manner to the Verizon gizmo watch. He does not have his own cell phone/phone line to connect the watch to.
