Apple tone store problem

On my husband's iphone 13 pro the Apple tone store doesn't have a ringtone option, what he downloaded is going to music library or itunes. How can he get the ringtone option?

What he buys must be a tone.

In Itunes Store tap the three dots and select Tones

Then see all or search
