If My I Phone is not compatible with the latest IOS, can I not activate and use my card?
Trying to activate my Apple credit card card.

An iPhone 7 is compatible with the current iOS 15.3.1.
Also, you need a compatible iPhone in order to request a titanium Apple Card; if you were able to request the card you should be able to activate it. See instructions in Request and activate a titanium Apple Card - Apple Support
