My account doesn't work with podcast connect?

hey there!

I am attempting to submit my new podcast to itunes, this will be the 3rd podcast i've had over the years. I have for sure done this before but for some reason this time around when i try to sign into podcast connect for my new podcast i get this

I have my visa on file as well as my paypal. I was NEVER prompted to accept TOS but apperently that is the thing blocking my access? I tried a second email to see if I had messed up to find the same results. I cannot seem to locate a spot to accept TOS. Can someone tell me what im doing wrong?
