Can you use an iPhone while charging?
Can you use iPhone while charging or does it use too much of battery ?

No problem using an iPhone while charging, however, you should use a 12 watt or higher power charger. Which is any Apple charger except the “cube”. Energy from the charger will first go to powering the phone, then any left over will go to charge the battery.
