Apple Music Family Share Plan

I have Apple music through my Verizon Cell phone. Trying to expand/upgrade to family share, but it will not let me.

I went into phone menu and invited family to share, but Apple Music will not complete the upgrade after showing me the screen to change from 9.99 to 14.99.
