I bought a ringtone on ITunes and it won’t download. The downloading symbol pops up and the ringtone reverts back to me buying it. I buy it again and it tells me to download since I already bought it. Then it reverts right back, is the ringtone itself faulty or is it the store?

Open the iTunes Store app on your iPhone. Please click on More in the lower right corner. Click Downloads.
