Ipad has been in storage for years, won't charge

My Ipad has been in storage for a few years. Now it is dead and won't hold a charge. I tried hooking it into my PC so I can get into itunes to do an upgrade so the ipad will charge, but my PC is not strong enough to charge it. Wall plug will show the apple logo but not the green charging icon. How can I get the update to charge the ipad?

If left idle for years (no discharge/charge cycles) a lithium battery will simply die - unable to ever take a charge again. They decay whether used or not so cannot withstand sitting idle on a shelf for years.

A new battery is what you need, but if the iPad is very old, you will find it cannot run any currently supported version of iPadOS and there will be no software in the App Store left that will run on it.
