You will need the iCloud account password (ie Apple ID Password) when you unlock the Passcode.
Without either you will need apples help and you will need proof of new purchase and ID.

If you had the Apple ID password You can sometimes remedy this without a computer if on iOS 15.2 or later by tapping on "erase iPhone" , but you will still need the Apple ID password. It will WIPE the phone, no choice!
