Very likely the file is corrupted so it can not finish loading. When downloading updates or upgrades you will often have problems if Wi-Fi is used. It will often fail because these files are very large and Wi-Fi is too slow. I would put the old file in the Trash and empty it and then do a clean new download with a wired Ethernet connection to the modem. Then it should go well.

Your Wi-Fi may be good. Just saying it is good doesn't make it good enough for these downloads. Maybe I am wrong but the way to prove it is to do the download via a wired Ethernet connection and see. If you will check, you can see that this is a recurring problem which is reported on this forum, so maybe, just maybe, I might be right.
