Retrieving data from my Dads iCloud who recently passed away.

Hi, unfortunately my Father passed away on the 6th of February this year. I have his password for iCloud, however, my Mum has sold the phone so I can’t get a code sent to his number anymore to access the photos that were on his phone. Is there any service that Apple provide for retrieving such data. Thanks
