Create an Apple ID for senior family member
I want to add my 85+ yo parent to family sharing and still retain the ability to troubleshoot iOS device remotely
please advise process and/or steps needed to meet above expectations

If you are troubleshooting the device remotely now, if you create an Apple ID for them and write down the Apple ID and password, you should still be able to access the device remotely by signing in using the parent's Apple ID/password.
Apple ID - Could Not Create or Could Not Set Up iCloud message. *
When changing to the new ID, there may be some data loss, but you can minimize it. If syncing photos with iCloud, ensure Optimization is turned off in Settings/Your Name/iCloud/Photos and/or in Photos/Preferences/iCloud. Then make sure full resolution photos are on the device/computer. When signing out of iCloud, if asked whether you want to retain data, choose yes. Messages conversations will be lost if they are addressed to the ID. See the article below for other places that the old ID should be removed.
