Upgrading ICloud

So when I try to upgrade my iCloud storage to a new one it always take me to the payment methods and I also have this card on file that I want to remove but it keeps saying I have a active subscription and i know I don’t have one on that one and yet I still can’t take it off and also about the iCloud I want to pay with apple account but it won’t let me and it always takes me to the payment methods page. So I don’t know what to do about this
