Add Payment Method Error

I tried to use my debit card and my phone didn't allow.

Here is what i recipted massage from apple.

"There is an issue with your payment method. Update your payment information to correct the problem and try again."

I double check my billing information and it looks corret. Also I check with my bank and can't found reason. Please help me. Thank you so much
