Automator Program

Hey guys, I'm wanting to make a program (I'm not sure which one, Workflow, Folder Action, etc.) for sorting photos. So heres what I want it to do:

I off load the photos from my camera into Folder A.
Automator detects the photos added to the file and scan them (ensuring they're JPG)
It then moves all JPG files into a sub folder of A. we'll call B.
A separate program then detects photos where added to folder B. and scans them again. This time reading the date they were taken
It then creates folders and moves photos into them based off their date taken

If you know how I can do this any help would be great.
