I have updated to iOS and no difference. I have tried call of duty and it was lagging before not lagging in my iPhone 13 pro max. This is so frustrating and some keys are also not responsive in the game most powerful devices we hold can’t perform well in these games?
on iPhone XR and there isn’t any single frame drop
And I have to close the game and open it again to play smooth always

A. Reinstall this:
Delete the game, and then re-download it.
B. Contact the Developer:
If need be, contact the Developer of the game, asking them for assistance. Perhaps this is a known bug, and they have a fix for it. You'll find their Contact Us information in the app's site of the App Store.
C. Request a New Purchase:
Sometimes, when you purchase something, you may lose the internet connection (i.e due to utility work down the street) rerunning in the file becoming corrupt. So, contact Apple, requesting a new file.

Phone calls are taking a bit to go through at the moment, due to lots of calls. With the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through :)

Troubleshooting a Lagging iPhone App:
Try Removing Of Data from the iPhone itself...
Troubleshooting iPhone Storage:
Internal storage cannot be upgraded. It is what it is. So, the maximum internal storage capacity never increases, even if you upgraded your iCloud plan. Learn More here: What's the Difference Between Device Storage and iCloud Storage? Apple Support. So, you'll just have to clear space, and then perform the upgrade.
So, what to do:
Clear Space:
Try clearing internal storage though use of the following:
What Space to Clear:
A. Clear Temporary Internet Files:
Clear your Temporary Internet Files(Cookies & Cache) of Safari:
And...
B. Clean TV and Music Libraries:
Remove all unneeded files from your TV and Music Libraries. Full-Movies take up 2-4GB typically, and a bunch of those would take up a load of storage, ideally. So, if you have any movies that are not needed, then delete them.
And...
C. "Other" being the Culprit:
