No. I have not come across this.

Troubleshooting iPhone Overheating:

Try the following:

I. Cool Down the iPhone:

For a few hours, perform the following...

• Power Off: the iPhone for a bit
• Unplug: any Cables
• Place it Atop: a Laptop Cooler
• Keep it in: an open space
• Keep it Out of: direct sunlight

II. Clear Space:

Having little empty space can heat things up. So, here is what to perform...

A. Clear Temporary Internet Files:

Clear your Temporary Internet Files(Cookies & Cache) of Safari:

• Cookies perform remembrance of certain site-entered data.
• Cache keeps a snapshot of the last time you visited a site.
• Go Here: Clear the History and Cookies from Safari on your iPhone, iPad, or iPod Touch - Apple Support

Also...

B. Clean TV and Music Libraries:

Remove all unneeded files from your TV and Music Libraries. Full-Movies take up 2-4GB typically, and a bunch of those would take up a load of storage, ideally. So, if you have any movies that are not needed, then delete them.

C. Clear "Other":

1. Clear the storages named "Other". It basically contains unnecessary files such as caches that are used for system ease of use - all of which gather over time: How to Clear "Other" in your iPhone's Storage - Use Backup - User Tips. Caches would be being used for remembrance of application use.

Get this Serviced:

You would either:

• Take it to your Local Apple Store: Go Here for More: Apple Store - Find a Store - Apple
• Or Send it in for Send-In Service. Consider including note, such as where you notice things like heat.  Go Here fore More: Send-In Service - Include Handwritten Notes with the Packaging

Contacting Apple Support:

• Contact Us - Choose Locations
• Ask to speak with the Apple Store Staff
• Proceed from there as necessary

Why the Wait:

Phone calls are taking a bit to go through at the moment, due do lots of calls. And this makes sense, because with the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through :)

So, provide Apple with feedback on this.  Apple wont get back to you directly, but the more they hear of this, the more they will know what is going on, and what needs to be fixes to include in updates to come.

To Provide Feedback:

2. Select: "Bug Report" for the "Feedback Type"
3. Comment: that this started after an update installation, and on how you have troubleshot this thus far. Include the URL of this thread in your submittal.
4. Proceed form there as necessary

My 13mini also gets hot while charging after updating iOS 15.4

Yes I am getting the same issue. Its getting hot while charging or plugged into CarPlay. Never happened like this before the update.

I updated to 15.4 yesterday from 13 and the first charge it got way too hot. Hope their is a fox. Sorry I updated. I have a 6s.

My iPad at 15.4 has not had heating problems.
