There is no charge for using iCloud for Windows and iCloud Photos Set up and use iCloud Photos on your Windows PC - Apple Support

The exception to that is that you may need a larger storage plan when using iCloud Photos on your iPhone. See the following for storage pricing: iCloud+ plans and pricing - Apple Support
