I use a third party keyboard app that I enable through settings. I generally have to enable that keyboard once a day, though it used to stay enabled without this input. Why does iOS always turn off this function?

I suggest that you contact that keyboard app support team and ask them.

It's up to the people who make that app to make sure it works right. They presumably need to update it.
