I got a new device and I do not remember the passcode from my stolen phone how can I change my passcode to restore I cloud

If you don’t have access to the previous device, you mentioned it being stolen, then resetting or removing the passcode is not an option.
As you’re attempting to restore data from iCloud, when prompted for the passcode from the previous device do you then have options to reset or forgo the encrypted data that requires the passcode?
