Why does Universal control not like my iPad positioned under my external monitor?

See below gif animation. I have a MBP (top right display), and a large external monitor (top middle).

Whenever I try to drag my iPad to be underneath my external monitor, the position snaps back to be under my laptop. UC will permit the display to be to the left of my external monitor, but that's not where it is positioned on my desk.

Workaround: I moved my laptop screen's bottom edge to be even with the external display and now it works. UC does not seem to like the iPad having screen edges on two sides.

This is a workaround, because I can't put my laptop screen exactly where I want it, but it may be working as intended. If so, the UI should make this clearer.
