I recently acquired several iPhones through a storage auction purchase. All are locked. Owners name cannot be released by management. Do I have any recourse with Apple to help unlock and restore the phones to a usable state? Thank you

iPhone 6s from estate sale states "iPhone locked to owner." Bought an iPhone 6s at an estate sale but it states "iPhone locked to owner." The owner is not alive, I attempted to add this phone to my itunes profile but at no avail. Can anyone help.
