Did she share her iCloud storage? It isn't automatically shared just by setting up Family Sharing. In order for her to share the storage, see instructions in Share iCloud+ with your family - Apple Support

Did she?
And did she invite you to the family sharing?

A 200GB subscription is no longer required. See the following from Share iCloud+ with your family - Apple Support

With Family Sharing, you can share a subscription to iCloud+ with everyone in your family group. This includes 50GB, 200GB, or 2TB of iCloud storage as well as features like iCloud Private Relay, Hide My Email, and HomeKit Secure Video support.* Learn more about iCloud+.
