My wife and I set up family sharing is the organizer and I’m the adult but her data storage is not being shared with me I’m getting messages saying that I’ve exceeded my 5 GB limit ad to purchase new data I get messages saying my photos are not being backed up and when I look at her data storage she is well below her purchase amount limit what am I missing

To share iCloud Storage the organiser needs a 200 GB subscription.

And did she invite you to the family sharing?
See if OP upgraded to 200 GB will help.
Anyway, I've iCloud Storage sharing with 200 GB long before the change to iCloud +.

A 200GB subscription is no longer required. See the following from Share iCloud+ with your family - Apple Support

Yes she did but it correctly but my data still says 5gb is full buy more data

Sorry, I don't know but the 50GB plan has been shareable ever since the plan name was changed to iCloud+ and I have worked with many people here who are sharing the 50GB plan.
Then I guess the implementation is not spread widely?
As far as I know it is available everywhere. I haven't seen any more issues with sharing 50GB than I have with sharing other plans. It has been available since iOS 15 was released last September.
