Why can't I delete this bundle from my Trash?

Why is this happening please? I cannot delete this file. Every time I empty my trash it gives multiple errors about this stupid file. Rebooting does not help, cannot delete, move, rename or change permissions, even with root privileges. What's going on? Help? Thanks

rcook@MacBook-Pro-2021 (.Trash ): sudo chmod +a "admin allow $DIR_ALL" Plug-ins//Bundles/Users/rcook/Library/Mail/Bundles/SpamSieve.mailbundle

chmod: Failed to set ACL on file 'Plug-ins//Bundles/Users/rcook/Library/Mail/Bundles/SpamSieve.mailbundle': Operation not permitted

Per the developer:

> Because it's a protected folder, you may need to restart your Mac and/or temporarily disable System Integrity Protection in order to delete it.

And then I asked, "How did it get protected? Why can SpamSieve (unprotect) it during an update but I can't? "

To which he said:

> macOS automatically protects it. SpamSieve does not move it during the update. It doesn't have access, either. SpamSieve updates the plug-in in a different folder, and then Mail is supposed to move it into the protected folder.

Thanks for your answer. Where in the article you reference does it tells me anything about this problem? Specifically, it says to do this: "As an example, to remove the first file, open the Library folder. Inside the Library folder there is a Mail folder. Inside of that is the Bundles folder. Inside of that is the SpamSieve.mailbundle that you should drag to the trash." Yes, that's what I'm trying to do. So why can't I?
