I think you are referring to the tab layout option. This is controlled by Safari Preferences > General > Tab Layout.
Selecting General will present the tabs in the old style, with light grey tabs located between the web page text and the bookmark bar.
Selecting Compact will present the tabs in the new style, with darker tabs compacted and abbreviated, and located in the toolbar between the top edge of a Safari window and above the bookmarks bar.
