Hot Spot on iPhone 13

i can see no way to turn the hot spot to use with windows laptop[

Open Settings ➡️ Cellular ➡️ Personal Hotspot: Set this to ON.

If you do not see the Hotspot option, as shown above, then contact your carrier since this feature is provided and managed by your carrier.
