blocked apple id

Hello. I have a problem with my old apple id. I don't need it and want to delete it (and the old iphone doesn't properly work as it always demands the password but when I try to write it, the screen shows that apple id is blocked). I haven't use it for a really long time, so that's why this apple id was blocked, I assume. And I can't find a way to unblock it as I don't remember the security questions, and I can't use it as email for getting an instruction letter.

Would be very grateful for a solution! Thanks in advance
