There is no way to restore apple id

My apple id was blocked due to some kind of security. If you try to unblock through the website, you need to go to the mail and continue unblocking your account there. It is impossible to log in to the mail because the account is blocked - this is a vicious circle. You try to recover your password, they send you to the post office, but there is no way to go to the post office. Brilliant

I'll tell you right away my apple ID is different and it's on the ipad and I can't unlock it on the ipad in any way. How do I unblock it ? Instructions are mostly sent to the post office, and I will not go there in any way. Help
