Apple TV or Mac mini, Which is better ?

I have a 32 inch LED Full HD display connected to a local DTH cable (Actually a TV), and I want to bring that TV into the Apple ecosystem. Actually, I want that LED display to work as both normal local TV and something which is connected to the Apple ecosystem.

To bring this Display into the Apple ecosystem which device would be better? Apple TV HD or Mac mini base model M1 max.
