I can't use my account to place a pick-up order for a MacBook

I tried to order a pick-up order for a MacBook Pro and the apple store shows it was available and let me select a pickup time. However, when I went to the final step and click 'place order', it showed "Your order is only eligible for delivery." which is not consistent with what it showed in previous steps.


Then I did an A/B test.


I placed the order with my credit card, and it worked well. So it is certainly the issue of account balance. I don't want to place a delivery order. So why is my account balance conflicted with pick-ups?
