Why my phone shows me that cellular data error?

Do you have an active cellular data service from your carrier? Have you contacted your carrier about this matter?

You can try and reset network settings to see whether that resolves the issue by opening Settings ➡️ General ➡️ Transfer or Reset iPhone ➡️ Reset ➡️ Reset Network Settings: You will have to enter your Wi-Fi Network password(s) after this action has been completed.

If resetting network settings does not resolve the issue, then contact your carrier about your data service.
