Can't receive SMS texts from one person

I have an Iphone 8 and I cant receive SMS messages from one person. I have tried the following fixes

deleted the contact and added them back
updated the phone so everything is current
Deleted the conversation
closed all the apps
restarted the phone
reset the network on the phone
double checked the contact information is correct
checked i am not blocking them

We can call each other just fine and they are receiving my texts but I am not getting their texts back.

Any suggestion on what is the problem?

Contact your carrier. SMS is a carrier feature and they will need to troubleshoot the problem. Let them know that you can send but not receive. They may need to reset your SMS plan on your account.
