Graphics not smooth/glitchy graphics in Chrome/Microsoft Edge

I'm experiencing glitchy graphics in websites opened in Chrome or Chromium-based browsers. It's like the frame rate is very low, but the graphics seems glitchy and very not smooth. I don't know how to describe it exactly, but it has an effect on playing games in the browser. And, this issue seems to only exist when hardware acceleration is turned on in the browser, and it also exists in an iPad app running on Mac. I don't know is it a rendering issue in the software or I have something installed on my Mac that's causing this issue.

P.S. This issue seems to occur on the iPad version of Microsoft Edge, so it should be a rendering bug.
