And once stopped, use the developer's instructions to completely uninstall it. It serves no purpose, Macs have security built in, and as you see, it can cause problems. In fact, since there are no Mac viruses in the wild, it does nothing but cause problems.
If you can not quit this Antivirus, try to force quit by pressing keys option - command - escape, choose this application from menu and try to uninstall it again. If that didn't help, then go to activity monitor, search AVG or Avast and stop all the processes. Then try again to delete this app.
