Potable drive read only in MacBook Air
I'm using Seagate's Portable drive (model: SRD00F1) for back-up from my previous laptop(Window). However, it can only be read-only in my MacBook Air.

You need to properly reformat the drive in Disk Utility. If it is only used with the Mac, erase the drive and set filesystem as macOS extended journaled and scheme as GUID.
Be sure you display the drive itself by setting Disk Utility to "Show all devices":
