Background refresh

I have Background App Refresh turned off and want to turn it back on. When I go to Settings>General>Background App Refresh, it is grayed out and there is no bar for me to slide to turn it on. iPad 15.3.1

Go to Settings > screen time > content & privacy restrictions > Background App Activities - allow.
