Child has apple watch cellular (only has watch, no iPhone), under family setup, after apple cash setup is complete, watch shows: 'Apple cash has been turned off on this device Go to the apple watch app on your iPhone to enable '

I've gone through the entire apple cash setup so that our child can have apple cash on the watch. Everything looks good, but we keep getting:

"Apple cash has been turned off on this device Go to the apple watch app on your iPhone to enable"

on the watch when trying to send or receive money. However when child uses ipad, child is able to send/receive apple cash.

Any ideas how to resolve?

Details/Setup

I-phone 10 (att) (IOS = 15.4)

region = united states

Apple Watch 7 SE cellular (att) (MKQQ3LL/A) (IOS = 8.5)

region = united states

Parent/Child have:

Two factor authentication

Parent/Gaurdian (not family organizer) did the setup

Child is under age 13 (does that matter?)

passcode setup on iwatch

From Watch

Using the Iphone used to setup watch under 'family sharing', we see the following:

Watches --> Wallet and Apple Pay --> Setup Apple Cash --> Child Name (shows ON)

This means everything is setup correctly?

Clicking ON shows:

Balance $13.00

Hello zackary70,

Are you sending money from the iPhone?

If so, before trying again, close out of the Watch app or restart your iPhone:

Since they are getting it on an iPad, make sure the Apple Watch is also updated to the latest version as required for Apple Cash Family: Update your Apple Watch

Take care for now.

This sounds like a bug, there is no documentation that says i should need a second iphone to setup apple pay. The watch is already connected to an iphone via family setup. What would switching to a different do expect unpair it which is not the goal.

I guess I'm going to contact Apple Support directly. I'm surprised this issue has not occured for others.

As I mentioned in my post, all devices are up to date with latest version. I have already tried restarting the phone and watch. Any other suggestions?

One specific question I have is, the watch was setup under a parent/guardian account (not family organizer), would that be an issue? If so why would it go al the way through the setup process and indicate success?

The other idea I had was, the child is 12 years old. If we changed his age to 13 would that help?
