I accidentally clicked a link from a spam email. It made me do a survey and I did. But after it asked for my email and I gave it to them. After I realized it was a spam, I closed it out and cleared it from my history. After, I realized I couldn’t turn my wifi on. Like the option was unavailable. So I am scared that someone hacked my phone. Could this be possible?

If all you gave them was your email address and no other information then it is almost impossible you have been "hacked"

Do all three of these

• Reset the router to factory settings (menu or paper clip)

• On iphone Settings, General, Transfer iphone or reset, reset, reset network settings

• If you have a VPN you are strongly recommended to uninstall it and its profile in Settings, General, VPN and device management

Here's some more steps you can try for Wi-Fi connection issues that may be helpful if your phone will not connect to WiFi
