Welcome to Apple Support Communities. First, we need to make sure that the steps in the related article were followed: If you're missing photos or videos in the Photos app
Have you checked the Recently Deleted folder? The steps are listed under "Check your Recently Deleted folder". Also, make sure that the photo wasn't inadvertently hidden. The steps for that are found under "Unhide your photos".
