I have a "photos library" in my pictures folder, with 96 gb of pictures. I assume that is my current photo library. I also have an "iPhoto Library" at 85 gb, and it hasn't been updated in over 5 years. Can I delete the old library safely?
If you're not going to or can't open it in iPhoto again, yes. Note that the media files are hardlinked, so deleting it won't free up nearly as much space as it seems.

Has the iPhoto library already been migrated to your photos library? Are all your old pictures in Photos? (If it has it should have a ".migrated photos library" extension)
Delete the iPhoto Library only if you already have saved the photos from this library elsewhere and also have a have a backup of the saved photos. We always need to have at least two copies of our our photos in different places.
